就汽车关税问题 特朗普矛头再指世界贸易组织

据外媒报道，美国总统唐纳德•特朗普（Donald Trump）于7月2号警告世界贸易组织（WTO），称如果美国得不到妥善对待，“我们将采取行动”。此前几小时，欧盟表示，美国的汽车关税将损害美国本土汽车行业，并招致报复。

特朗普在白宫会见荷兰总理马克•吕特（Mark Rutte）时曾向记者表示，“世界贸易组织对美国的态度非常、非常恶劣，我希望他们能改变他们的做法。”针对汽车关税问题，特朗普称美国受到不公平对待，因为欧盟目前对美国进口汽车征收10%的关税，而美国对欧盟进口汽车征收2.5%的关税。特朗普将原因归结为WTO组织不完善，亟待改革。

此前，Axios新闻网站报道称，特朗普政府已起草一项名为《美国公平和互惠关税法》的法案，允许白宫在未经国会同意的情况下单方面提高关税。如果该法案生效，则意味着美国将放弃WTO的规则，包括禁止成员国为自由贸易协定之外的国家设定不同的关税税率，并且关税不得超过世贸组织成员国已同意的既定关税上限。

美国“在WTO有很大的劣势。对此我们目前没有任何计划，但如果他们不予美国以妥善对待，我们将采取行动。”特朗普如此表示，但并未对此进行详细阐述。

上周，一位知悉特朗普想法的消息人士向《路透社》透露，特朗普私下曾表达退出WTO的意愿，但这并不是一项严肃的提议。当地时间7月2日晚些时候，白宫发言人Sarah Sanders表示，特朗普的关注点在于解决全球贸易问题，而非退出作为战后全球贸易体系基础的WTO。

Sanders称，“特朗普希望看到WTO能够得到改进，这也是他目前专注于做的事情。特朗普明确表示了自己的担忧，认为WTO目前存在许多不公之处，中国和其他国家利用WTO的优势，我们却专注于推进WTO改革。”
